The problem is initiated by the network, so when it happens depends on when the command is sent to your mobile.

Some have reported that even cleaning the contacts did the trick. But most reports of success came from people doing the "big thing", including myself.

Try to use Services.app to disable EDGE right after booting your iPhone.

There's obviously an even easier way to have the German n3 cards working with TurboSIM:

Just simply reset the iPhone's settings after programming the TSIM.
