This reply is a bit late - you posted the question in July!

Java STK applets have nothing to do with Turbo. I would presume that the manufacturer of the Javacard recommends (or requires) some particular IDE.

I have developed Javacard applets for IBM's JCOP cards, using IBM's extensions to Eclipse. They have an emulator that allows you to debug on the PC. They also have drivers that allow you to access the emulator from another program running on hte PC as if it were a real smart card. In this way you can develop the whole system without once downloading anything to a card.

Once you have it ready, you can then download to a real smart card, and with a small change (or let user choose) in your PC application, use that instead.

I would imagine that for STK development you will need a telephone emulator too. I have seen those - mainly for J2ME development - I don't know if there are any for STK.

Of course Eclipse has its problems, and for some things (like server-side J2EE) I find myself using Netbeans. Sometimes both Eclipse and Netbeans at the same time (you need a powerful computer).
