Newbie question:
Is it possible to do development with TL2/TP2 in Windows environment using Atmel AVRStudio? Or does any stage of the developement process require linux tools/libraries?

You cannot use AVR studio but you can develop in windows, see download section - there are cygwin tools. Mingw can be used too. As for IDE - use what you like.
